This is intentional. Who cares is a phrase people use to emphasize that nobody cares, most of the time ended with a question mark. Posed as a question, it still works. When written as a statement, however, the traditional question has an implied answer of no one.

In this example, I don't need you to answer the question. By ending as a statement I'm closing the dialogue.
