Interesting article. I would imagine running a charter school is not easy.

Dealing with special ed requires special skills and knowledge. Dealing with financial issues involves having someone knowledgeable enough to make sure the cash flow exists to get the bills paid on time, and to make sure there is no funny business going on.

These charter schools have to follow a lot of government rules when it comes to operations, because they are using public money.

In a traditional public school, a lot of these issues are handled for all schools by a central office. For the more successful charters that are "systems", same.

I imagine for these single-school charters, these issues are immense.

And of course, we are assuming the operators have good intentions and aren't just trying to steal.
