my parents own one of the handful of houses in woodland ridge that didnt flood...ive been begging them to put it on the market. they are retired and really need to get the hell out of baton rouge and go live it up

Comparable sales set the appraised value. Without cash transactions or people who are willing to basically accept that the appraisal is not valid and pay the difference in cash, then the increase will be minimal in the short term and go up gradually as more sales occur. You can't justify a 20% increase in value without comparable sales to support that price.
