Not disagreeing with your assessment, but as someone who has worked over 20 years in manufacturing, I know this is bullshite. They’ll call it something else of course. Human beings are 100% creatures of retaliation, especially when money & jobs are on the line.

Nitrogen is used in every plant I've been in and is necessary for purging out lines. My question is how in the hell do you not have a working Nitrogen system?

Apologies for being a bit of an arse. If procedure or common sense says you need nitrogen to do the job then that’s it. Don’t do it under any circumstance if it’s a safety issue and only do it with written direction if it’s a process issue. Be safe and good luck

An update for the baws here:
The hot shot delivery arrived at 0430 this morning with the new compressor. When I left at 0630, maintenance, and engineering were in the middle of a JSA, etc. Around 1000 it was it and running, and was informed for a sit down with "the incident team" on a conference call on Thursday. H. R . will not be present.

Floating roof or fixed roof tanks? If fixed roof you must have nitrogen or some blend gas to prevent potential explosive atmosphere in the vapor space. Sounds like you should look at your procedure and if unsure STOP the transfers. Better safe than sorry.
