it should be illegal for planes to land like that on the interstate and putting other lives at risk
that's the risk of flying and pilots should be required to put the plane where the least amount of harm could come to innocent people driving on the interstate

I don’t think either necessarily. When I was in flight school my instructor used to practice engine out emergencies. Picking the landing spot was the first step after trying to get the engine restarted. My instructor always insisted on a levee, which I thought was nuts because the top is so narrow. I said I’d land on the interstate. He said there were too many signs and stuff, but I said I’d deal with that the way that guy did.
And as for traffic, as long as it wasn’t too heavy I could come in fast, flare in front of some cars and land in the space created when they brake.
