I have always been taught that you turn hazards on if something is causing you to go under the posted speed limit until you are sure that the traffic behind you is aware by their actions....bringing attention to a hazard in otherwords heavy rain (hydroplaining), obsturction, stopped traffic or inability to safely go the posted speed limit..

You’re wrong about the law and you are making driving conditions less safe. Hazard lights are used to indicate a vehicle that is not in motion, i.e. broken down. If your vehicle is moving and has its hazard lights on, you’re being an irresponsible driver

The issue is needing to make thay determination, potentially making the wrong initial determination, and increasing the risk of rear ending a slowing or stopping vehicle.
It's never happened to you and good for you, but I drive 50k miles a year. I was nearly flattened by a car doing exactly that in a downpour before. I had to stop due to stopped traffic, put on my flashers, car going too fast, also with flashers on, had to lock up the brakes and luckily went off the side the road instead of into my car. They assumed the flashers didn't mean anything. And that is the problem, when everybody is using them for everything they do not mean anything.

Not always. Several states it is legal. Here in Florida it's legal and expected during heavy rains.
I always put my flashers on during really heavy rain. It helps the person behind you to be able to see you when the wipers can't keep up.
And before someone here says it. When heavy rain hits it's not always possible to immediately pull over to a safe location.

Hazard lights are used to indicate a hazardous condition. Each state defines what that is, but most don't require the vehicle to be stopped.

I took the time to type out the issue for you. I'm not answering every whatboutism, but I'll answer this one
They are not properly using their signaling equipment which is the entire theme of the thread. If everyone would use the shite properly we wouldn't be having this discussion.

A significant difference between traveling speed and the flow of traffic is a hazardous condition, regardless of the cause.

Exactly, to slow way down, possibly be prepared to stop, move over, etc. Thus, the frustration because it causes unnecessary stops/slowing of traffic (and just for you....in most states where it is not correct usage by law).

This is true, but that would be a freak incident and if on the interstate, the driver completely stopped in the roadway without hazards would be at fault, if it even matters because everyone might be dead.

I don't like it when people drive 54 in a 55 when I'm out for a drive on the weekend. That doesn't mean they're doing anything wrong. It just means they aren't doing what I want them to do.
