People still haven’t learned how to use the HOV lane

Waiting until the last foot to stop and merge. Causing 30+ minute delays in Houston and 45 north past the Woodlands every weekday since the asphalt was poured

If people didn't camp in the left-hand lane this wouldn't be a problem. But Houston drivers have no idea what the left-hand lane is for.
