People sitting 6" from the steering wheel when driving

I just don't get it (unless they are under 5' tall). Most of the time it older ladies, but many times it's men (not just old). Do they know if the airbag goes off, it's gonna kill them.
I don't think it has anything to do with height. I'm 5'11" and I ride with the seat in the furthest position in any car/truck I drive. So someone 5'5" should easily reach the petals by putting the seat in the middle position.
I've seen people driving where the wheel is nearly touching their chest.
