How in the frick do you know that he didn't flood, doesn't have any insurance, and is picking up scrap metal so he can try to make a few dollars to help put his house back together?
He was fricking WORKING his arse off trying to make a dollar. If it bothers the homeowners so bad, tell them to sell their own scrap. You know damn good and well they are going to be wondering where the government money is to help pay for poor decisions not to get flood insurance. Sell the scrap and that is that much less my taxes have to pay for.

Here are the problems with that.
1) the debris is supposed to be sorted and separated for pick up. When they dig through it the often undo the sorting.
2) this crap was in nasty water for days the risk of infection and health problem is more likely than just typical trash.
3) blocking the road.
4) not properly securing the trash and losing it on the freeway

That's pretty insensitive. When we were out at a house, the roads were nearly impassable due to all the cars of folks that came to help clean up. Not to mention things needed to be arranged in specific piles for pickup. I can't imagine these opportunists did anything other than clog the streets even more for their own personal gain and frick up the order of piles.
I'm glad you told them to frick off. Tell those dumpster divers to hit the landfill with the rest of the selfish assholes.
