Are they running some sort of bullshite lottery/raffle. Not your common homeless...just hype you up looking dudes with slips of paper in their hands and a milk jug they want you to put money in.

It’s well known (at least in New Orleans) that most “homeless” panhandlers are anything but, and they basically just work different shifts at the designated spots. I don’t give them shite normally.
I also have seen the kind of hustle you’re describing in the quarter. A “deaf” guy with a sheet that says some BS like “donations for the deaf” that he has everyone sign and then collects their money.

I have not seen those in Greater New Orleans. Sometimes there will be well-dressed, black men (usually with bowties) at certain busy intersections handing out newspapers. I have never been offered one.
