Not trying to come off douchey, just implying that someone who is representing them at one of the highest levels of office is almost always wearing brown brogues in a formal setting.

The idea of brogues being inherently less formal comes from why they were originally made. Not at all having anything to do with why people wear them in today's formal settings.

I don't like dark brown with a navy suit. I like a lighter brown so it contrasts, but that's just a eprsonal preference.

I don't disagree, but in my experience you can't really hold up all senators as the penultimate authority on American style either.

I think the point stands, brogue will still be considered less formal in some settings. I wear it with suits in a business environment with regularity, but I still avoid when I'm in the most formal business settings.

It's a good look but I wouldn't suggest he start there. Kid just needs a staple to get by at this age. I'd probably go with a merlot/oxblood oxford, but I'm pretty conservative.

Senators should never be held on a pedestal when it comes to style, but they do work in a formal setting. As for formal business settings I normally wear black shoes that are not brogue.

For whatever reason my opinion on brogue changes with color. Call it personal preference if you will, but my point was just that I am constantly in formal work settings.

Loafers are a little casual but it depends on the situation.

I'm warming up to a nice walnut with navy, but it would have to a particular shade and a traditional style.

For OP's needs, black is the best bet.
