Outlet question for dryer

I’ve seen three prong outlets before but this one seems to have a ground cable above the outlet. What’s the procedure here ?

I wish I had some good advice. Wait, I do:
Run anything you read on the O-T by an electrician. Or at least an O-T'er who's done electrical work, with zero, or nearly zero subsequent fatalities by electrical fire.

They must think the metal box is grounded so they are getting a ground off the receptacle yoke.

If your goal is a well grounded dryer, you'll have to change the wiring, the outlet, and the dryer plug if it has a 3 prong plug.
If your goal is to know if you can get rid of the green wire, the answer is almost definitely yes, though no one on here can be certain bc we don't have enough information.

Meaningless wire....should be a ground wire inside the sheathed cord, whether it is 3 prong or 4. All connections go inside the outlet box.
