You're argument it's a public university is naive at best. It's like saying the chancellor's admin assistant has the autonomy o walk in each day and says "frick you, you old wrinkle balled son of a bitch" and she's untouchable simply because she's employed by said public institution.
Conduct has it's consequences. Sit back and watch. And learn.

Multiple court decisions have found it does, in relation to speech on public universities, so yes it is covered.
