Only the lines owned and maintained by the municipalities within their easement. Anything beyond that is up to the owner
You sure?
I have underground power and the lines have been marked from the street up to the house. That's not considered their easement, does it?

5+ yrs, but drain here since '93 or so.
Dude is really trying to make drain worse every weekend with tractors and trucks going across the line on his property.

I’m guessing it was a larger tract of land and it was inherited or subdivided and split up, to where the front acreage was sold off from the house. But the utilities go through the fron acreage.
Sounds like OP has an expensive PiTa to deal with.

Electrics on property that go down the street. Sewage runs off property onto his then into river(legal?) I don't know, but I bought this house as built. I do have treatment system on my property that drains onto neighbors property into the river.

Not to be ugly, but it is his land. He should be able to ride tractors and dirt bikes and ATVs and elephants if he wants to. Why should he have restricted use of his land because your drain runs across his property?
I do not know the laws but unless there is some weird obscure law, you are the one that has to find a soloution.
I would suggest going to them very nicely and asking if it would be ok to have a heavy duty sewer line ran across his property at your cost. Might even throw in a barbeque and a case of his favorite beer.

It’s called an easement man. No idea if that’s the case here though, but there are plenty of legit reasons to have utilities on someone else’s land.

The whole thing was engineered by Derek Ponamsky, PE. I'm sure it's fine.
