OT Naval Aviators: Could Cougar Really Turn His Wings In That Easily?

So Cougar turns in his wings after he realizes he couldn't handle the day-to-day stresses of naval aviation and seemingly resigns his flight status.
Seems like there would be a little more paperwork involved, and probably some UCMJ action lying in wait if Cougar really intended to refuse to fly (barring any medical issues).
Was this a classic Hollywood twist? Or was the Cold War a different time, when squadron commanders lived fast and loose, and dealt their pilots like playing cards?
What about Maverick disobeying the order to land, and placing the deck crew in danger by intentionally balking his landing? pretty unprofessional, and not terribly safe, is it
And the Navy is definitely full of pussies, but I honestly believe Cougar's portrayal was a little over-board
I know the OT is graced with several former recipients of the Top Gun trophy. What do you think?

So many unanswered questions.....what are the details with Penny Benjamin, was Maverick below the hard deck with Jester, why did Wolfman have Charlie's phone number after Maverick quit?

From what I understand, the most important attribute that pilots need to have is confidence. If you don't have confidence in yourself, why should the navy have confidence in you flying a 38 million dollar aircraft. And in sure cougar was a career man and I'm sure his career didn't benefit.

Yes he could absolutely decide he isn't fit to fly anymore and they would put him another no flying job for the rest of his contract.
In real life he would have been told he's grounded and lost his flying status as soon as he landed.

The USA F14 pilots were not dog fighting against the USSR in Top Gun .
Eta: they had to pick a generic enemy or the USA Navy would not help in making the movie.
The aircraft carrier was stationed in the Indian Ocean (no USSR presence)
The MiG's tail logo was a red star with a yellow circle.
