it wont by pass the CATS, but if you see an improvement in engine sound and performance, it will lead you in the right direction. The O2 sensors help to burn off excess fuel before reaching the CATS if your fuel mixture is too rich and to keep them from clogging. It could be an issue with the O2 sensors and not the CATS, but you can use it to diagnose the issue.

I've thought about it but the idea of a Lexus with antique tags just seems wrong to me. I am use to seeing old boats with tons of chrome sporting those tags

You dont so the cheapness in me will probably cave and get them in a year or two if it keeps going. Those first gen lexus are known for going to stupid high mileage.

I believe the O2 sensors control how rich or lean the fuel mixture is by sending data to the ECM. The sensors themselves do not burn off excess fuel.

Certainly no expert here, but if it backfires and smells, you may have a fuel problem. Typically, if you have a problem O2 sensor, you'll get a check engine light.

If the fuel pump isn't working well, it could be starving the engine of fuel, which the computer will try to correct by cutting down the oxygen, = no power.

Just to add, lean fuel mixture will usually smell really sharp out the exhaust. Like almost stinging the nose sharp. Usually make my eyes water a little too.

Easy diagnosis bro... buy a cheap vacuum gauge, hook it up to your brake booster line and if the cats are clogged, you will have low or erratic vacuum readings.
If fuel is being dumped into the engine like a leaky injector or fuel pressure regulator, reb the engine up for a minute or 2 when it's dark outside and the cats will be glowing red
