If I’m in a store and my vehicle gets hit, why is it not criminal if the guy drives off and leaves? We have video from the store of him hitting it, looking at the damage, then loading up and leaving.

It is criminal, private property or not.

I don't know about the law aspect of this, but the dude was caught and is liable for the damage.
Be careful what we do,the eye in the sky is watching us.
BTW,if the law don't get him your insurance company damn sure will.
