Unless you are training your dog for shows or racing or something, I don't understand why anyone would pay money for a dog. Like, do people not realize that they give those things away for free?
I've had two awesome dogs that I got at a shelter. The first was a Yellow Lab, my current dog is a boxer/hound mix. Both awesome dogs, both easy to train, both well behaved.

Boykin spaniel fits your bill. Mine is in my sig image. She is awesome. Under $1000, smart, sweet, and loves being outside and chasing animals or cuddling on the couch with you. She gets along great with our other dog and one of my friends dogs who is more than twice her size. She is gorgeous, we get compliments on her constantly. They really are great dogs. Mine topped out at 28#, and thats about normal for females. Males tend to be a little bigger, averaging 32-35#.
