One of the nice things about being a supervisor

In an office setting, that is. I can indulge my grammar nazi tendencies when I ask someone to write a proposal for a client.
I just sent back a proposal that concluded with "We would like to request that ..." because there is nothing more beta than asking permission to make a request. Just go ahead and make that request, i.e. "We ask that ..."
It's like a child asking his parents if he has permission to ask them about staying up late instead of just asking if he can stay up late.

The phrase acknowledges that you have reached a stalemate in your argument. Thus you say it to try and end the discussion without getting anymore snarky last word comments.

That's not a grammatical issue, but a matter of style preference. You're more like a style nazi.

"We would like to request that ..." is not a matter of style. He asked permission to make a request when he should have just made the request.
FWIW the people who read these proposals are SES-level federal executives in their 60's. You can bet your sweet arse the proposal language will meet their standards.
