On hold with IRS now for 1:15 min

Is this one minute and fifteen seconds? If so, I don't see the point of this post.

If one hour and fifteen minutes, I don't see why you are surprised.

IRS phone lines are especially long on Monday mornings. So you should not expect to speak with anyone soon.

The IRS doesn't negotiate over the phone. Call center employees don't have that authority. Offers in compromise have to be made in writing using the appropriate forms. I'm not sure what you hope to accomplish.

Unless it's basic advice, I don't understand what you think you're going to do with a call center person. If it's a hard question, call a CPA, if you're trying to negotiate or something, do what Poodle said.
