Both Lache and Robinson have are part of one of the 10 groups allowed to grow.
This reminds me of the casino gaming licenses that were issued in Louisiana. We are gonna allow gambling but only a few certain people get to make a LOT of money off it.

Not much different than the casino bill passed in Ohio a couple years back. A select few get the license and one of them is Dan Gilbert, owner of Quicken loans and the Cavs. Like my Dad used to say..." the rich get richer and the poor have children".
