This was a public dialogue with Ryan Heck. Your buddy said something along the lines of "you can't polish a turd" (which, IMHO, is a pretty crude and unprofessional way for a public official to express himself in a public meeting, but we'll gloss over that). When Heck pressed him on exactly what he meant by that, that's when the terrorist analogy came out.
This wasn't any slip of the tongue. It was a revelation of this guy's true colors.
