How is it confusing? The definitions for each have been out there for decades. A Tornado Watch means conditions are favorable for tornadoes to spawn while a Tornado Warning means rotation has been sighted within a severe storm.

ETA: In recent years, the NWS has even been using the informal term "Tornado Emergency" in reference to a confirmed tornado on the ground.

Tornado Watch: "Watch out for tornados today"

Tornado Warning: "FYI... There's a tornado right behind you"
