There is a "shoot on site" order from the city if I park on the street.

Legally they can't.
It's a private company that boots for the city. Not the city itself.

Not sure about the "photo" violations, but about 15 yrs. ago I had a couple of parking tickets I ignored (I live in Metairie). Parked in a legal street space for Bacchus Sunday; came back to find my car had a boot on it. Still can't get over the fact that the city, who can't get their act together on basic infrastructure and crime issues, has the ability and initiative to have employees ride around running ALL license plates during Mardi Gras and applying boots.
Think of what a much better city it would be if they used their abilities for good, and not evil.
