So let me gets this straight, less qualified candidates got promoted in an effort to advance diversity in a City where they are the majority.

It has nothing to do with test scores, LA civil service code is about SENIORITY. As long as the promotions were given based off time, test scores mean nothing but PASS/FAIL.

New Orleans is not under state civil service. They have their own. Test scores did matter until recently. Now they, along with seniority, mean nothing.

The terms "reverse discrimination" or "reverse racism" are terrible. There is no such thing. There is only racism/discrimination. The definition of racism/discrimination doesn't specify a race.
