Have you checked out a military pay scale online lately? Assuming he's somewhere between an E-6 or E-8 with between 15-20 years in, he's making basic pay of around 4-5 thousand a month. Yes, you get a housing allowances if you live off base, but it's usually just enough for your rent or maybe mortgage. If his wife is working, she's probably not making as much, as military wives typically don't have job seniority and their employment history is usually spotty because of moves. So that $700 dress is a lot of money in their household.
It would be a lot of money in my household for such a frivolous item, & we make double that.
