No count burger, he is making the point that if the money and resources were focused on pumping stations and drainage the streets wouldn't flood. This is in itself is stupid. It is a damn bowl of course there will be some momentary flooding.

The pumps probably were pumping.....look at history. Heavy rains have overwhelmed them in the past and will do so in the future

I would like the pumps to work when it rains. Why should I pay for something if I can't use it?
