Aussies are not dogs for people unwilling to train them and/or don't have enough space/take the time to exercise them.

What a piece of shite (the neighbor). I would tell your g/f to press charges (if applicable) and simply walk away. That is, unless she wants to spend all kind of money with an attorney over something that will ultimately not bring the dog back anyway.
