14 seer is the efficiency which is the minimum now allowed by the federal government.
Tonnage is the capacity. You should know whether they are quoting you a 2,3 or 4 ton system. This is where pricing comes in. What parish do you live in??

It is the energy efficiency rating, the higher the SEER rating the less electricity/money it will take cool a given area. The higher the seer the more the unit will cost, the last time I looked into it I think I decided 14 SEER was the best trade off between unit cost and operating cost over the typical life of the unit. I have Trane units and have put Trane systems in two other houses, have had no real problems with them, in my limited experience the Trane dealers seem to have better trained install and service people.

Take your time to educate yourself before making a decision! Weather is getting cooler so you might be able to survive a little longer without vs if it was still in middle of summer. When contractors aren't super busy and they need work, their prices will come down.

Just got a 3.5 ton American standard. The price difference for the 16 seer is not much. Go ahead and get the 16. It will be worth it.

heil is a good quality brand, Armstrong is the low budget cheap one, avoid buying the Armstrong unless you are poor.
i like trane but they are expensive as all hell for parts so i would recommend getting the heil

Is this a vertical system in an indoor closet or horizontal system in an attic?? I prefer Lennox equipment. The 14HPX024 out door heat pump matched with the CBX32M-024 with a 5 KW heat strip is a nice system. Make sure they flush the old copper line set from the freon 22 system before installing new 410-A equipment. New condensate drain pan, float switch, new plenum duct and return duct and thermostat are a few recommended suggestions. This system should be in the $4500 range. Good luck!!
