They can be training right now
It’s their decision what they do, but waiting until July 31 is not because guys need all this time for camp or to get in shape

Honestly, I thought if it got to the point where the NBA could start back up as early as late June they should just cancel the season and start 2020-21 as usual.
Schedule the draft for the beginning of July. Start up summer league (which would give the fans something) and teams can start working out together, practicing, go into the preseason so that everyone can get back into basketball shape and don't look back on the 2019-20 season.
At this point, anything that is done just feels forced, but if they decide to do some type of tournament, I wouldn't mind seeing the NBA try something different that could possibly be implemented long term.

eta: Someone said “stay safe” to me earlier and that shite made me cringe. I’m going to the bar in a few hours and the last thing on my mind is covid. The most immediate threats to my health are alcohol poisoning and chlamydia. I feel like the people that are still worried about covid just haven’t left their houses since March.
