the poor people to have a chance to see some pretty nature

Pretty Nature is NOT restricted to the National Parks. The upper reaches of the Grand Canyon, where it just begins to cut downward are magnificent.

Arches National Park...y'all do know that there are a huge number of arches in eastern Kentucky? For entry to Arches, i'd triple the cost for people driving RVs in; there are times when the roads look like an parade of the tacky elephants. (It used to be less crowded when I first visited it in 1970)

The Navaho charge admission for each special place in their reservation, usually$5 and it works. No passes, no special prices for anybody. Their hotel "The View" at Monument Valley is one of my favorite stops of all time.

Trying to get across that the National Parks are getting crowded because of Publicity. If you happen to be poor for a few years, there are great alternatives out there.

How is that not price gouging?

First off supply and demand takes care of "price gouging"

and that is only an issue when it involves necessities - if you don't want to pay it you can just not go.
