People like this are such pains in the arse because they have no one and are looking for any kind of interaction/attention from another person that they can get.

There are plenty of legal things one can do to piss off a neighbor, trust me, my ex-neighbor showed me plenty of them.
My favorite was when he put 6 or 8 lights on the side of his house with about one million candlepower each and aimed them at my house.
He wasn't pissed at me, just a security freak.
