But, according to the tax lien, the Sewerage & Water Board withheld the money from employees, but did not remit the money to the government.
The second delinquent tax is the 945 tax.
“The 945 is a report that is filed annually to reflect how much federal income tax was withheld from non-payroll payments,” says Lynch.
CPA Patrick Lynch says that would include pension and 401K payments. The lien paperwork shows seven different quarterly reports from 2015 though last December. According to the lien, the Sewerage & Water Board didn’t pay the government the with holdings, which totaled $185,741.00. So, the federal government filed a lien for all assets of the Sewerage & Water Board.
“So, technically the IRS could foreclose and force the sale of assets or go attack to their accounts to the tune of $187,741.00,” says Lynch.

Just out of curiousity did someone steal the IRS money which is why it wasn't paid?
