I don't think Paul's lines are scripted. He has mentioned on SCSA podcast that he goes out there with bullet points and Vince gives him a pretty good leash.

So WWE stresses how much fun it is to go to a raw or Smackdown taping yet when some guys try to have some fun, pay to sit on the front row to dress as Savage/Warrior/Flair/IRS they force them to change into their street clothes

then the crucifixion of the Sandman happened... and Angle was never seen in ECW again
