Still not the intent. I am not talking about prevention by arresting. We are talking about more of crime deterrent by presence.
People in all communities want to feel safe. Many of the hotbed locations of crime do not have enough crime deterrence.

Presence? So, Uncle Rupert is going to get his own security detail now? Maybe the cops will just hang around menacing the black neighborhoods, kind of like now. I say save the money, as well the careers whichever corrupt fricks get busted skimming off the top of this.

Sounds like James Carville (of all people) was the impetus for this secret surveillance nightmare. Carville: “To me, it was a case of morality. Young people were shooting each other, and the public wasn’t as involved as they should have been.” Yeah, right $$$$$
