Cruises already have port fees included in the final cost. I’m guessing this is a separate cost.
The $42 fee will be wrapped into your cruise package bottom line for any cruises with Mexican destinations though. Overall cruises from gulf ports to the Caribbean will look cheaper in comparison now

Is this any different than the Cancun tourism tax that no one pays and no Mexican checks to make sure you paid?

Wrong. Again, many of the Mexico cruises are cheap. A cruise line isn’t going to absorb a 5-10% increased cost per person. Why would they?
It’s easy to asterisk this and once on the boat ask if people want to pay it to exit or stay on the boat.
Adding this cost to Mexico trips would immediately deter people from those trips when they can instead wait and make Mexico the bad guys when they already have you paid.

The ones I've been on in the gulf generally stop at 3-4 ports. A couple of those being Cozumel/Costa Maya. Taking a quick look at what's out there today, it looks like Jamaica, Grand Cayman, Belize, Roatan, Costa Maya, and Cozumel. Cozumel seems to be the most popular. I played golf there many moons ago when we ported as our last stop before heading back to New Orleans.

You know this is a $42/person charge, not $738, right? People who are spending a grand or two on a cruise aren't going to care about an extra ~$100 if they get to step foot in Mexico.
