Sure, you can substitute like that and see if you end up with a contradiction; I approached it by mentally lining up the equations.

2m - 3n = 0
6m - 9n = 0

It's easy to tell by inspection the two are the same. That's how I would start to solve a system of an arbitrary number of variables, but I guess I didn't get far enough to think of it in that way.
