I heard rumor that it helped to prevent an arrest. If they're loitering or some other form of non-violent crime, NOPD will give a warning and tell them to move-on rather than arrest and deal with paperwork/relocating an animal.
I don't know of any truth to it but it seems plausible.

well, i'll be getting a personal trainer soon so i look good in my wedding photos, and also my tiny leg imperfections will look good in a bikini on my honeymoon.

how would one go about owning and maintaining a horse?
i've been looking for a hobby, as you so frequently may hear me complain about.
i'm googling "buying a horse" right now.
my grandpa was the one who had the horses-- not me. i just got to "have" a horse.
fed her apples and scooped her poop.
so i have no idea how someone gets started with this.
but let's pretend i would want to... go!

You should definitely look into a half or a full lease at first. Most places thats just 1/2 or all of the monthly board plus shoes and possibly some vet costs.
THEN decide if you want to own something. I am really, really horse poor but it's what I love so I'm ok with it.

Dont be self conscious about the cellulite on your legs. I mean from 20 feet away nobody will notice, i had to be like 10 feet away to see it
