what causes backups and flash flooding is more run off caused by impermeable surfaces.
Eta: Not once in this thread did I say greenspace shouldn't be included in a plan. I am a huge proponent of more greenspace and good city planning

Cost isnt the biggest issue with permeable pavement here in LA. Slow soil permeability is the issue. For permeable pavement to work here, you must remove a 3-4' layer beneath it and put limestone or sand to provide storage for the water. Rain gardens pr bioswales are better options but even those need some of the soil below replaced with a more permeable layer below them to function.
