I recommend that we commission a study to find out how these unorthodox jobs program investments are helping our communities and providing skills for our residents.

They didn't steal from the elderly. They reappropriated supplies from a non-profit organization to inject resource capital into the local job market. Plus, the organization now needs new tools which they will buy locally, thus generating more local tax money that can be used for our new community programs. This is good for everyone.

Not true, unless the thief sold the bread to a pawn shop and used the money for drugs.
