What you're talking about is the Rumbler and you're right.
What I'm talking about is the fake arse sound affect siren you'd hear in a movie. You can especially tell it's fake when the cops are just driving normal speed and don't have their blue lights on.

These people with bags of drugs in their vehicle should keep balloons and some helium in there as well.. just tie it to a balloon, roll the window down, and let it fly away.

Wouldn't it just weight the ballon down and severely restrict their range of travel to the point where the cops could find them in a few miles?
