From what I've seen endorsements don't mean too much. I am in a form of sales and sales people have no problem linking in with you or endorsing you even if they don't know you. They just want to get the connection and network (which is a part of any sales job so I can't blame them). My line of thinking is these random people endorse me because they want reciprocation. I won't put my name on something I don't know so I don't endorse the randos back.

I have gotten a few random job offers from there, unfortunately from places I don't want to move to. I have been trying to find a new job recently so I have noticed people looking at my profile from companies I've applied to. If you are job hunting I'd say the site is worth keeping up with. If you aren't then I don't see the point in it since it's like professional Facebook.

I have had about 5 different businesses try and recruit me on LinkedIn

Yes it has. Right after I signed up, I started getting phishing emails and fake "invoice" emails.
