I once bought a boyfriend a digital camera on ebay because he didn't have an account. He reimbursed me and I gave him the camera.
Fast forward. I relocated to BTR for a job. I'm at work one day and get a call from the FBI. I kid you not. The ebay seller was using the platform as a front to get rid of stolen goods.
Anyhow, I think OP has a case, just don't know how to go about it.

File a criminal complaint for theft by deception with your local sheriff. Since the amount exceeds $1000, it is a felony.
Have the sheriff call law enforcement in his home town and ask them to pick him up. Offer your sheriff the cost of extradition to Louisiana.
He will cough up a refund before it ever gets that far.
