She wants that Federal funding. That's why she has it broken up in decimals. It's like when you start counting down for somebody to get something to do, and you jokingly say, "three and half, three and three quarters...." That's essentially what this piece of shite is doing. I guess she owes somebody some money so she's going to redirect funding once (if) she gets it.
