You want government funded manufacturing then here is the chance for government to provide manufacturing jobs to replace what has been sent to Ukraine along with what has been sent elsewhere. Heck by your comment, leaving all the equipment behind in Afghanistan is a good thing so government can pay to manufacture replacements

The energy issue is of a real concern, but the food issue, the more I've looked into it, is more likely to affect poorer countries outside of Europe than Europe proper.
