Let's just say I am involved in the structural aspect of engineering projects. I am well aware of the time frames used.

My point in saying that is that you don't create an auxiliary spillway that "will never be used". That's the definition of negligence. There's a lot of engineers that have appeared on the wrong side of a jury for exactly that sort of decision.

But that's on the design end of things, not the maintenance side.
