Your article says it was approved by a House panel.

What these dispensaries will be able to dispense isn't what you're thinking and hoping for

We are so stupid. New Orleans should just say frick the state and the feds and open a wide open Amsterdam type place in the Marigny or Bywater. The tourism money would flow.

We discussed the implications of medical marijuana in LA in one of my public admin classes last semester.
Apparently, there would be a lot of issues with it. One issue being that doctors would be highly cautious when writing scripts, to the point that many would not write scripts due to the heavy regulation.
Professors showed other research indicating that medical marijuana, while a definite need, has so much red tape surrounding it that it is highly unlikely to happen anytime soon.
Meanwhile, Colorado is thriving while I wait for my state tax refund.

You are correct - the bill passed in 2015 is unworkable. That bill used the language "prescription of a doctor". No doctor can prescribe a schedule 1 drug without losing their dispensing license - hence, the passing of the 2015 MMJ bill was in name only. SB271, scheduled to be heard this session, alters the MMJ bill by changing the language to "recommendation of a doctor" and adding a few conditions to the conditions list. In addition, before anyone thinks we're opening the floodgates, as far as I understand this is a non-smokable lowest THC possible version of MMJ (aka marinol). Further restrictions include a single licensed Louisiana grow site, as well as a limit of 10 licensed dispensaries statewide.
This particular bill approved by committee today only establishes $5000 licensing fees for MMJ dispensaries. Keep in mind it's only passed committee and still must pass through both houses, as well as the governor's veto.

Also, Louisiana is so openly corrupt and the public loves it so long as its perceived to be ideologically inline with their own philosophies. You know they'll turn it into a crony capitalism setup where only select people have the authority to produce, sell, and profit from the product.

Correct - that's implicit in the conditions of either LSU or Southern having choice of being the one grow site, as well as a limited number of dispensaries. A true MMJ bill would include a provision for self cultivation.

Clearly. Showing some foresight and getting out in front of an issue for once instead of lagging behind the rest of the country like Louisiana usually does would make sense. The revenue would flood in. 4 - 6 additional states will likely legalize on the November 2016 ballot, which could open the floodgates for the rest of the nation. Unfortunately, because of strong Sheriff's association bribes, we will likely miss out on the opportunity to tap an untapped revenue stream sitting right in front of our faces before the rest of the country wises up.

When you can hold it, hold it in for a good 15 seconds before exhaling.
