If you get busted with illegal drugs multiple times in spite of fines, then yes you need to be put in prison and then be sent a bill for your room and board after you get out.

I shouldn’t be paying for your illegal arse to receive free healthcare, food, and a roof

Did she press charges? That is a criminal case, and yes there have been arrests

Not for life. I don’t believe in life sentences. If you are given a life sentence, then you should be executed by within a calendar year
