I am guessing he was threatened with the city yanking his alcohol and occupational business licenses,

The guy who runs it (and co-owns it) and several other bars, Steve Smith, was making those decisions and Kid Rock just took the heat.
ETA:
These stars have very minimal, if any, involvement in the bars carrying their names. They help at the beginning to design during the creative process and then it just becomes mailbox money.

The owners had to know this was coming the way they refused to close. I also don't think Kid Rock had anything to do with the decision
