There was a terrible apartment complex in the town where I went to college. Some tenant got mad, took a series of dumps in the refrigerator's vegetable bin, and moved out (after unplugging the refrigerator leaving some food in it).

When the month was up (about 2 weeks later) the apartment manager got the big surprise.

It seems like they are trying to either sell or refinance the property.

Could be an appraisal, could be a potential buyer, could be any number of things. They're required to give you notice. I know Alabama is 48 hours. Not sure about LA.

Some management companies require yearly inspections. Just checking appliances and for major unreported issues and damages.
